The particulars of the
organization, functions
and duties
The
Directorate of
Publicity and Public
Relations was
established in the year
1979 as an attached
office to Central Board
of Excise and Customs,
Department of Revenue,
Ministry of Finance. The
Headquarters Office of
the Directorate is
situated at
Central Revenue
Building, I.P. Estate,
New Delhi -110002. The
Commissioner is the head
of the Directorate.
Besides Commissioner,
there are two
Additional/Joint
Commissioners and three
Assistant Commissioners
along with other
subordinate staff. This
Directorate has got no
Zonal/Branch Office.
This
Directorate is primarily
responsible for
publicity campaigns
concerning public
awareness regarding Service
Tax, Central Excise and
Customs and for this
purpose all the
available media
including print media,
electronic media and
Internet are used. The
second important
assignment of this
Directorate is to
maintain public
relations.
The
Commissioner of this
Directorate is also a
nodal officer for
implementation of
Citizen’s Charter and
Public Grievances.
(ii)
The powers and duties of officers and employees
The Officers working in this Directorate are discharging
their duties as
entrusted by CBEC.
Besides the functions
mentioned
above, this Directorate
is also responsible for
publication, inter-alia,
of notifications
relating to the Central
Excise Tariff and Customs
Tariff.
COMMISSIONER is Head of the Department and overall in
charge of this
Directorate having all
administrative and
financial powers.
Additional Commissioner, Joint Commissioner
and Assistant
Commissioners assist
Commissioner in
supervising the work of
staff posted in this
Directorate.
GROUP ‘B’ AND ‘C’ staff
carry out the work
pertaining to their
respective sections as
well as any other work
assigned to them by
their superiors from
time to time.

The procedure followed in the decision-making process including
channels of supervision
and accountability
Among the officers
posted in the
Directorate,
Commissioner represents
as the Head of the
Directorate and takes
decisions as are not
delegated to the
Additional/Joint
Commissioners. Three
Assistant Commissioners
assist the
administrative set-up in
carrying out the work of
the Directorate
including the
supervision of work and
performance of the
subordinate staff.
(iv)
The norms set for the discharge of its functions.
No norms have been prescribed for functioning of this
Directorate.
However, publication of Central Excise and Customs Tariffs,
and other periodicals
are carried out by this
Directorate. Further,
this Directorate also
publishes Notifications
& Circulars issued by CBEC on day
to day basis and
also undertakes
dissemination of the
said Notifications &
Circulars.

This Directorate does
not formulate any
policy. However, various
policies formulated by
the Ministry of Finance/CBEC

Directorate is using,

media and internet for
advertisement of various
policies and information
relating to Customs,
Central Excise & Service
Tax.

Bulletins/Tariffs/periodicals
digests & Magazines are
being published for
general public from time
to time.

relating to this
Directorate can be
obtained by the
citizen's during the
Office hours on all
working days.
